Charges have been filed against an armed suspect wounded in a shooting by a Houston Police officer at 1502 Taub Loop about 1:15 a.m. on Monday (December 14).
The suspect, Herman St. Louis Henry, 30, is charged with aggravated assault against a public servant and assault of a peace officer in the 184th State District Court. A 2018 booking photo of St. Louis Henry is attached to this news release.
Officer L. Lewis, who discharged his duty weapon, suffered minor injuries in this incident. He was sworn in as an HPD officer in December 2011 and is assigned to the South Central Patrol Division.
HPD Special Investigations Unit Sergeant J. Hekimian and Detectives J. Hartnett, N. Arellano, S. Martinez and M. Millington reported:
An off-duty Houston police officer (Lewis) was working an extra job at Ben Taub General Hospital when he observed a male behaving in an abnormal manner near the outside of the parking garage. The officer was later called by a security guard who had observed a vehicle with the door wide open. The officer and a Texas Department of Public Safety trooper, also working an extra job, responded. As they were checking on the vehicle, they observed the male (St. Louis Henry) walking up the parking garage ramp with a knife in his hand. The officer gave multiple verbal commands to put the weapon down, but the male did not comply. The male then charged at the officer and trooper with the knife held over his head. The HPD officer, fearing for his safety, discharged his weapon, striking the male multiple times.
The male fell to the ground, then got up and got into the officer’s personal vehicle. Both the officer and the trooper attempted to take the male into custody, at which point a struggle ensued. During the struggle, the male bit the HPD officer and managed to deploy the trooper’s conducted energy device (CED), striking the HPD officer with the darts.
The male was ultimately detained and treated at the hospital for the gunshot wounds and self-inflicted lacerations to both wrists and the throat. At last report, he was in stable condition.
As is customary in officer-involved shooting incidents in the Houston city limits, this case is being investigated by the HPD Special Investigations Unit and the Internal Affairs Division.
