Charges have been filed against a suspect arrested in the shooting of a juvenile male at 5720 Rampart Street about 9:20 p.m. on Saturday (April 13).
The suspect, Phillip Kelley (b/m, 27), is charged with aggravated assault with a deadly weapon and felon in possession of a weapon in the 232nd State District Court.
A booking photo of Kelley, with injuries sustained in an altercation with bystanders in the incident, is attached to this news release.
The shooting victim, 16, was transported to an area hospital in stable condition.
HPD Major Assaults & Family Violence Division Detectives C. Bowling and L. Kauffman reported:
HPD patrol officers responded to a verbal altercation that later became a shooting at an apartment complex at the above address. A preliminary investigation determined Kelley argued with a female and struck her several times. Tenants of the apartment complex, as well as a security guard, attempted to break up the fight and told Kelley to leave. Kelley, who was highly intoxicated, took offense to the witnesses’ intervention, verbally berated them and followed them back to their apartment unit.
Several male bystanders attempted to escort Kelley out of the complex gate, at which time Kelley pulled out a pistol from his pocket and fired several shots at the group of bystanders. One male (victim) was struck in the mouth. The remaining bystanders then disarmed Kelley and fought and subdued him him until HPD officers arrived.
Paramedics transported Kelley and the victim to separate hospitals in stable condition. Kelley was subsequently released from the hospital and charged in the incident.
