Suspects Arrested, Charged in Shooting Incident at 7647 Harrisburg Boulevard

Charges have been filed against six suspects arrested in an incident involving the fatal shooting of an armed suspect by a Houston police officer at 7647 Harrisburg Boulevard about 10 p.m. on Wednesday (Nov. 28).

Seven suspects were arrested at the scene.  One of the males was questioned by investigators and released later Wednesday.

Each of the six suspects in custody is charged with felony possession with intent to deliver a controlled substance in the 178th State District Court.  Booking photos of the suspects are attached to this news release.  Their identities and any additional felony charge information:

  • Esteban Ybarra (b/m, 26) – two counts of felon in possession of a weapon
  • Damion Mann (b/m, 27) – felon in possession of a weapon
  • Dale Campbell (b/m, 30)
  • Marquis Guy (b/m, 25)
  • Oscar Saa (b/m, 31)
  • Jasmer Rico Harris (b/m, 20)

The identity of the deceased shooting suspect, 30, is pending verification by the Harris County Institute of Forensic Sciences.

The officer who discharged his duty weapon, J. Seay, a 12-year veteran, was not injured.

HPD Special Investigations Unit Sergeant M. Ynosencio and Detectives E. Contreras, R. Gonzalez, M. Glover and D. Hobson reported:

The HPD SWAT team assisted the Drug Enforcement Administration (DEA) in an operation at a building at the above address.  While SWAT officers were attempting to effect an arrest, a suspect fired a handgun at least two times at the SWAT officers.  One of the SWAT officers defended himself and the other officers on the scene by returning fire with his carbine duty weapon, striking the suspect.  Paramedics pronounced the suspect deceased at the scene.

A second suspect, 28, fled the scene in a vehicle and crashed nearby in the 100 block of East Navigation.  That suspect then fled on foot and was apprehended with the help of an HPD K-9 officer.  The suspect was transported back to the original scene where he then became unresponsive.  HFD personnel immediately treated him on scene and then transported him to Ben Taub General Hospital where he was pronounced dead.  The male’s cause of death and identification are pending verification by the Harris County Institute of Forensic Sciences.

The seven other male suspects were taken into custody without further incident.

As is customary in officer-involved shooting incidents in the city limits, the incident is being investigated by HPD’s Special Investigations Unit and Internal Affairs Division, as well as the Harris County District Attorney’s Office.
