HPD patrol officers responded to a shooting call at an apartment complex at the above address and found an unresponsive man with multiple gunshot wounds lying on the ground across the front doorway of an apartment.  Houston Fire Department paramedics responded to the scene and pronounced the man deceased.

A preliminary investigation determined the victim had received a phone call from an acquaintance asking him to come outside and settle a dispute following a previous argument.  The victim was shot multiple times by that person, who then fled on foot.

Further investigation and witness statements identified the suspect as James “Jay Foe” Harris.  The Harris County District Attorney’s Office was contacted and Harris was subsequently charged for his role in the shooting. Harris remains at-large.
