Charges have been filed against a suspect arrested in the shooting of a Harris County Precinct 7 deputy constable at 13849 Fondren Road about 12:35 a.m. on today (August 21).
The suspect, Romando Lorenzo Powell (b/m, 24), is charged with attempted capital murder of a peace officer in the 351st State District Court. A booking photo of Powell is not releasable at this time, pending further investigation.
The Harris County Precinct 7 deputy was transported to Memorial Hermann Hospital with a non life-threatening gunshot wound.
HPD Special Investigations Unit Sergeant M. Ynosencio and Officers M. Glover, R. Gonzalez, D. Hobson and E. Contreras reported:
A Harris County Precinct 7 deputy constable conducted a traffic stop on a vehicle with Florida license plates at the above address. When the deputy approached the vehicle, the driver (Powell) immediately fired several shots at the deputy from inside the vehicle and struck the deputy in the upper chest area of his bullet-proof vest and his flashlight. As the deputy ran to find cover, Powell continued to fire his weapon at him. Powell then fled the scene in his vehicle. He was taken into custody a short time later by responding HPD patrol officers and Harris County Precinct 8 deputy constables. Officers recovered a loaded weapon with a high-capacity magazine, a bullet-proof vest and a large amount of rounds of ammunition. Paramedics transported the Precinct 7 deputy to Memorial Hermann Hospital in stable condition.
As is customary in shooting incidents involving a law enforcement officer in the Houston city limits, this case is being investigated by the HPD Special Investigations Unit.
