HPD Homicide Division Detective L. Osborn reported:

HPD patrol officers and Houston Fire Department paramedics responded to a shooting at an apartment complex at the above address and located the victim.  HFD paramedics attempted medical assistance, however, the victim was pronounced deceased.  The shooter, later identified as Quiroz, returned to the scene and turned himself in to police.

Further investigation and witness statements determined Quiroz and the victim both lived at the location and the victim had a dating relationship with Quiroz’s mother.  Quiroz admitted to investigators he shot the victim after the men got into a verbal altercation inside the apartment.

The Harris County District Attorney’s Office was contacted and Quiroz was subsequently charged for his role in the shooting.  He was arrested without incident and booked into the Harris County Joint Processing Center.

At this time, the department does not believe there is a continuous threat to the general public.
