Mayor: City Reaches Tentative Agreement with Employee’s Organization

The City has reached a three-year salary increase agreement with civilian municipal employees, subject to approval by the City Council and ratification by the Houston Organization of Public Employees, Mayor Sylvester Turner said today.

“Our goals of raising salaries for our civilian employees and creating a bargaining unit inclusive of employees serving City Council and the offices of the mayor have been achieved,” the mayor said. “I intend to put the meet and confer agreement on the agenda for City Council to approve, upon HOPE’s notification that the agreement has been ratified by its membership. I want to personally thank the Human Resource Department staff, who led these negotiations, in collaboration with the Legal Department staff.”

The agreement calls for across the board pay increases in fiscal years 2019 at 3%, 2020 at 2% and 2021 at 1%. If property taxes and sales taxes reach a threshold in the adopted budget for fiscal year 2021, an additional 1% across the board increase will be granted.

The FY2019 budget approved by City Council last week provides funding for the salary changes. The City has 12,522 civilian municipal employees.
