Suspect Arrested, Charged in Shooting Incident at 1115 Congress Street

Charges have been filed against an arrested suspect who exchanged gunfire with Harris County Sheriff’s Office and Harris County Precinct 1 deputies at 1115 Congress Street about 12:25 p.m. on Monday (April 21).

The suspect, Parnell Treymayne Bland, 34, is charged with aggravated assault against a public servant and unlawful carrying of a weapon in the 351st State District Court. A prior photo of Bland, who remains hospitalized, is attached to this news release.

A Harris County Precinct 1 Deputy Constable was transported to an area hospital in stable condition.

No Houston Police officers discharged their weapons or were involved in this incident.

HPD Special Investigations Unit Detectives A. Henderson and J. Windham reported:

Harris County Sheriff’s Office and Harris County Precinct 1 deputies were patrolling in the area near the above address when they received reports of a male with a firearm. Deputies located the suspect and found him to be in possession of multiple firearms.

The suspect pointed at least one firearm in the direction of the deputies. An exchange of gunfire occurred which resulted in the suspect and the Precinct 1 deputy being struck. Houston Fire Department paramedics responded to the scene and transported the deputy and the suspect, identified as Bland, to area hospitals. Both are expected to recover from their injuries.

The Harris County District Attorney’s Office was contacted and Bland was subsequently charged for his role in the incident.

As is customary in officer-involved shooting incidents in the Houston city limits, the case is being investigated by the HPD Special Investigations Unit.
