HPD Homicide Division Detectives L. Yasin and C. Bowling reported:
HPD patrol officers responded to a shooting in front of a bar at the above address and found two males with gunshot wounds lying on the sidewalk. Houston Fire Department paramedics responded to the scene and pronounced one male, later identified as Mr. Vasquez, deceased. The other male, 32, was transported to an area hospital in stable condition.
A preliminary investigation indicated Vasquez, who was known to assist with cleaning at the bar, was sitting in front of the business talking to an unknown Hispanic male. The men then got into a physical altercation which resulted in Vasquez and a bystander being shot.
Further investigation developed information on a possible person of interest detectives believed had information on the shooting. A surveillance photo of the person of interest was released to the public on March 30.
Subsequent investigation identified the person of interest in the photo as suspect Espinal. The Harris County District Attorney’s Office was contacted and Espinal was charged for his role in the shooting. On Tuesday (April 8), Espinal was arrested by the HPD Southeast Patrol Division Crime Suppression Team without incident and booked into the Harris County Jail. He confessed to his role in the shooting
